“One of the ways we analyze UNSUBs is whether there is any evidence they have returned to one or more crime scenes or body dump sites. It isn’t even necessarily that we are going to surveil a crime scene in hopes of catching the offender, but whether he returns or not – either way – gives us a lot of behavior to work with.”
